Registering a Food Business with the Punjab Food Authority

Restaurants, bakeries, home kitchens and food manufacturers require registration or licensing. What is involved and what inspectors check.

Any business handling food in Punjab operates within the framework of the Punjab Food Authority Act 2011. Registration or licensing is a legal requirement rather than an optional formality, and enforcement has become steadily more active.

Who needs to register

The requirement extends considerably further than most operators expect:

  • Restaurants, cafes and takeaways
  • Bakeries and confectioners
  • Food manufacturing and processing units
  • Wholesalers, distributors and storage facilities
  • Home-based food businesses operating commercially
  • Caterers and event food services

The distinction between registration and licensing

Smaller operations are generally registered, while larger manufacturing and processing operations require licensing with more extensive requirements. Which category applies depends on the nature and scale of the operation.

What is generally required

  • Details and CNIC of the proprietor or the company particulars
  • Proof of the premises, whether ownership or tenancy
  • Layout of the premises
  • Medical fitness certificates for food handlers
  • Water testing where applicable
  • Details of the food products handled

What inspectors examine

Inspection focuses on practical hygiene and traceability rather than paperwork alone: cleanliness of preparation areas, separation of raw and cooked food, storage temperatures, pest control, water quality, staff hygiene and health, and labelling and expiry management.

Penalties and closure

The Authority has powers including fines, seizure of food and sealing of premises. Notices should be treated seriously and answered within the time given. Many businesses lose more from a closure than the compliance would ever have cost.

Fee schedules and penalty amounts are revised periodically, so confirm current figures directly with the Authority rather than relying on older published information.

What to do next

Establish which category your business falls into before opening, because retrofitting compliance after a sealing notice is considerably more expensive and disruptive.
