Travel Agency Licensing in Pakistan: Requirements and Process

What it takes to license a travel agency in Pakistan under the Travel Agencies Act 1976 — premises standards, security deposit, staff requirements, corporate and tax prerequisites, Hajj and Umrah enrolment, and renewal.

The legal framework

Travel agencies in Pakistan are licensed under the Travel Agencies Act 1976 and the rules made under it, administered through the tourism authorities. The Act treats operating as a travel agent without a licence as an offence, so the licence is a precondition to trading rather than a credential you obtain once business justifies it.

Separate regimes sit alongside it. Hajj and Umrah operations are enrolled annually under the relevant ministry’s policy for the season. Recruitment of workers for overseas employment is an entirely different licence issued by the Bureau of Emigration and Overseas Employment under the Emigration Ordinance 1979 — a distinction that matters, because a travel agency that begins arranging jobs abroad has moved into a regime it is not licensed for.

Ticketing is not manpower export. The most damaging compliance failure in this sector is a licensed travel agency drifting into overseas recruitment without a BEOE licence. That is enforcement territory, not a paperwork gap.

Corporate and tax prerequisites

Before the licence application itself, assemble the underlying business:

  • A registered business — a company incorporated with SECP, or a registered firm or proprietorship, with an objects clause or business description covering travel and tour operation.
  • NTN registration and a current filing history; expect your Active Taxpayer List status to be checked.
  • Registration with the provincial revenue authority for services tax where applicable — travel services are taxed provincially, not by FBR.
  • A business bank account in the name of the entity that will hold the licence.

Decide early whether the licence will be held by a company or an individual. A licence in a company survives changes in personnel and can be part of a sale; one issued to an individual proprietor generally does not transfer with the business.

What the licence application typically requires

An inspection of the premises is normally part of the process. Treat the address on the application as binding: operating from a different office than the one licensed is a common and easily detected default.

IATA accreditation is separate — and commercial, not regulatory

IATA accreditation is not a government licence. It is an industry accreditation from the International Air Transport Association that allows an agency to issue tickets on behalf of member airlines and settle through the industry settlement system. It carries its own financial criteria, bonding or guarantee requirements and staff qualification standards.

Many agencies operate successfully without it by ticketing through a consolidator. The choice is commercial: accreditation improves margin and independence but adds fixed financial obligations. It does not substitute for the statutory licence, and the statutory licence does not substitute for it.

Hajj and Umrah: an annual, quota-based regime

Hajj and Umrah operations are enrolled separately, under the policy notified for each season by the relevant ministry. Enrolment is typically annual, quota-based, and conditional on additional deposits, performance in previous seasons, and undertakings about accommodation, transport and pilgrim welfare.

Because the policy is reissued each year, conditions from a previous season cannot be assumed to continue. Read the current season’s policy in full before advertising packages — and never advertise a quota you have not been allocated. Complaints from pilgrims are handled seriously and a poor performance record affects the following season’s allocation.

Customer money is where agencies actually fail

The pattern that ends travel businesses is not usually a licensing technicality. It is customer deposits taken for future travel and used for current operating costs. When a refund cycle arrives faster than new bookings, the business fails, the security deposit is exhausted, and the proprietors face both regulatory action and criminal complaints for breach of trust.

Three protections are worth building in from the start: hold customer advances separately from operating funds; put booking terms, cancellation charges and refund timelines in writing before payment, in language the customer actually reads; and issue receipts that identify the licensed entity rather than an individual.

Renewal and continuing compliance

Licences run for a fixed term with renewal due before expiry. Renewal generally requires proof of continued compliance — current tax filings, a maintained security deposit, the same or an approved changed premises, and clearance of dues. Changes of address, ownership or directors should be notified when they happen, not disclosed at renewal.

Allowing the licence to lapse usually means a fresh application, including any deposit or capital condition a renewal would have carried forward — and every day of the gap is a day of unlicensed trading.
