Regulatory & Licensing

The regulator's counter, and what it takes to get past it.

SECP, FBR, IPO Pakistan, DRAP, professional bodies and food safety — registration, licensing, compliance, and the proceedings that follow when something goes wrong.

Discuss your matter

Regulatory work is where a substantial part of this practice sits. It is also the work most often approached in the wrong order: businesses attempt the process themselves, receive a notice they do not understand, and instruct counsel only once enforcement has started.

The federal regulators sit in Islamabad, and their decisions bind wherever the business operates. Getting the registration right at the outset is consistently cheaper than defending its absence afterwards.

How regulatory matters run

01

Establishing what applies

Which regime, which authority, and which category the business actually falls into. This single question determines the rest, and is where most self-filed applications go wrong.

02

Preparing the application

Documents assembled to the standard the authority expects, rather than the minimum that can be submitted.

03

Dealing with objections

Queries and objections answered substantively and within time, which is where most delay is avoidable.

04

Responding to notices

Show-cause notices, inspections and penalty proceedings answered on the merits and within the period given.

05

Appeals

Where an order is wrong or disproportionate, the appellate route within the relevant framework, subject to strict time limits.

Frequently asked

I received a notice from a regulator. How long do I have?

Read the notice for the period stated and treat it as firm. Most avoidable damage in regulatory matters comes from letting the response period pass and then arguing the merits afterwards.

What are the current fees for registration?

Fee schedules are revised periodically by each authority. We confirm current figures directly with the regulator at the time of filing rather than relying on published information that may be out of date.

Can my premises really be sealed?

Yes. Food safety and several other regimes carry powers of seizure, suspension and sealing. Most enforcement follows deficiencies that were visible and fixable beforehand.

Do I need to register with both federal and provincial authorities?

Frequently, yes. Sales tax on services is administered provincially while income tax is federal, and sector licensing may add a further regulator. What applies depends on what your business supplies and where.
